Complaints against judges can only be submitted through the Chief Justice of the Judicial Council or the Minister of Justice, who, in turn, refers them to the Inspection Department for investigation.
In order to be admitted, complaints against a judge must include the applicant's name, his national number (if any), and place of residence as well as a list of clear and specific incidents or behavior committed by the judge.
Administrative complaints against court employees are handled directly by contacting the people concerned without going through formal procedures.
 
Complaints against judges
 
If a complaint is related to postponing a certain case, then the inspector can review the case file and prepare a report before taking action.
If the complaint relates to other topics, the inspector immediately investigates it, writes a report and submits it to both the Chief Justice of the Judicial Council and the Minister of Justice. The complaint is then either kept in the file if not confirmed, or referred to a disciplinary council or the Attorney General to pursue further procedures.
 
Malicious Complaints
 
If during an investigation the inspector discovers that a complaint against a specific judge was not filed in good faith, or if the complaint lacked objectivity, the investigator can refer the case to the public prosecutor to file a legal case against the complainant. This is meant to maintain the dignity of the judiciary and those working in it.
 
Confidentiality of the inspection processes
 
All inspection functions are confidential. Disclosure of any information related to inspections is considered a violation to the duties of the job and violators will be held accountable.
 
A separate, confidential file is kept for each judge and contains any objections or complaints filed against them, any penalties or administrative procedures incurred by the judge, as well as other relevant reports.
