The Judicial Institute of Jordan (JIJ) is the official institution in the Kingdom responsible for judicial education and training. It prepares qualified persons for judicial positions through its Judicial Studies Diploma program and offers a Continuing Legal Education (CLE) program designed to raise the competence of judges and other Ministry of Justice (MOJ) employees by keeping them abreast of the latest legal, judicial and technical developments in their field. Both programs are conducted using the most modern adult training methods.
The JIJ also works in cooperation with government and academic officials as well as other donors to create and deliver specialized training courses on legal or judicial issues at their request.
The JIJ was established by Law No. (3) in 1998, which remained in effect until the issuance of the JIJ Regulation No. (68) in 2001 and its amendments in accordance with the Regulation No. (68) in 2005. These amendments were issued as part of the MOJ's and the Jordanian Judicial Council's efforts to upgrade the Institute, and as part of the Judicial Upgrading Strategy (JUST) 2004-2006 aimed at developing the Jordanian judiciary overall.
The JIJ is governed by a Board of Directors, led by the Minister of Justice as President, and including the following as members:
1. The President of the High Court of Justice as the Vice President,
2. The President of the Public Prosecution Department,
3. The Secretary General of the MOJ,
4. The Director of the JIJ,
5. The President of the Bar Association,
6. Two judges whose rank is not less than Special, and
7. Two law professors from official Jordanian universities.
The JIJ holds official relationships with a number of likeminded national, regional and international organizations including the Amman Convention for Scientific Cooperation between Arab Judicial Institutes. It also works in cooperation with development projects sponsored by the United Nations, European Union, and the United States Agency for International Development (USAID) funded American Bar Association (ABA) and MASAQ Rule of Law Project.
Judicial Studies Diploma
The JIJ awards its graduates a diploma in Judicial Studies. This diploma includes that the graduates completed the studying requirements at the Institute, the grade the graduate obtained, the date of his/her graduation and other matters deemed appropriate by the board of directors of the Institute.
The Continuing Legal Education (CLE) program
The Continuing Legal Education (CLE) program follows a plan created annually by JIJ specialists. Courses are designed according to the needs of the judiciary as determined by both a survey among sitting judges and the recommendation of the Judicial Inspection Directorate.
Courses within the CLE program focus on modern litigation methods as well as new legal and procedural matters.
