The Royal Committee of Judicial Upgrading studied the status of the Jordanian judiciary and submitted recommendations to increase its level of legal, institutional and technical capacity according to best international practice. It was established by Royal Decree on August 8, 2000.
Recommendations of the Committee focused on increasing the number of judges, providing them with continuing education opportunities, improving their living and career conditions, introducing amendments to procedural laws to accelerate litigation and improve court services, and adopting such modern methods as the civil case management approach.
Moreover, the Ministry of Justice continued the development of judicial upgrading efforts by forming the Judicial Upgrading Strategy (JUST) for the years 2004-2006.
The (JUST) is a long term plan, adopted by the Ministry of Justice, that identifies the aspirations and expectations of the Jordanian judiciary as a whole and of programs and projects considered for upgrade or development in the upcoming years.
The strategy was adopted in cooperation with the Jordanian Judicial Council and other stakeholders to complement the achievements of the Royal Committee for Judicial Upgrading.
The JUST was first presented in the first judicial conference in June 2004.
