Civil case management is a modern administrative approach that seeks to accelerate the litigation process, maintain court schedules, and eliminate administrative and judicial procedures that hinder case adjudication and force judges to repeatedly postpone trial sessions in order to fulfill these requirements.

Civil case management is based on assigning a First Instance judge to directly supervise a case's progress from the time it is filed.  This judge monitors all judicial procedures related to the case, including case registration, exchange of pleas, the serving of official documents and the complete compilation of evidence. He is also responsible for meeting with the litigants, creating short lists of the points of agreement and disagreement, identifying the substance of dispute, and submitting a final report and any meeting minutes to the trial judge considering the case.

Upon resolution of the Minister of Justice, the civil case management approach has been in force at the Amman First Instance Court since October 1, 2002, as a pilot project in preparation for its replication in other courts throughout the Kingdom. This is in line with Article 59- repeated of the Law of Penal Procedures which stipulates, "A judicial department will be created at the First Instance Court called the Civil Case Management Department on condition that the Minister of Justice define the courts where such a department is to be created."
